I am applying for jobs in another state so should I put that I am in process of relocating to that city? If I do should I put it at end or beginning and what exactly should I put to let them know?

It's not really necessary to put in the cover letter that you are relocating. It might sound like you won't have time for things like orientation, training or interviews. You can put that you are willing to relocate for the job--but that's really all you need to say. The employer does not need to know any details or timelines. If you're called for an interview before you get moved, you can let them know you'll be there, or you can reschedule it if it interferes with the move.
