Who should I address my cover letter to?

This is for a teaching position.

Cover letter and resume are to be emailed to [e-mail].

The school has two campuses, PK-3 and 4-8, both of which have their own principals. There is also a Head of School who oversees both.

This position reports to the Principal of the 4-8 campus.

Should I address my cover letter to...
A) the HR Manager for the school?
B) the Principal of the 4-8 campus?
C) the Head of School?
