If you have no work experience, you could mention any special skills you may have, and possibly hobbies, if they would reveal relevant skills. (i.e. "I like to listen to music and zone out" is not as impressive as "I like to stay busy during my spare time, and partcularly enjoy repairing old bicycles.")

Name, address, contact info...ph #, email, etc.

School you're attending and any special courses and activities.

Awards received. Any sports or clubs you may belong to.

Hobbies, interests.

If you've done any side jobs that would be good.

That's about it.

Any employer can't expect a 16 yr. old to have much else than that.

What is important though is a good cover letter telling them about yourself and why you want the job. And then make sure to follow up with a phone call if you don't hear from them. Employers want people who really want the job and show assertiveness. Very important.
