Does this mean only internal candidates can apply?

I m looking for a new job and I came across one that I would like to apply for. At the very bottom of the page it says, "Only internal candidates need apply until after (date)", and I m not sure what it means?

It's pretty clear. Until that date, they only will accept applications from internal candidates. On and after that date, anyone can apply.

internal candidates are employees that already work for that company.................you can apply IF you have the qualifications they want and after the date they specify
